The chairs thanked the cabinet members for being involved in the campaign this year. Each member in attendance introduced themselves.
Labor Cabinet Update –Larry for Curtis Walker :
· Reminded the group of the Union Partnership Meeting taking place on July 8th at the Operation Breakthrough at 3039 Troost, Kansas City, MO
· The purpose of the Union Partnership Council is to secure the support of representatives from more than 20 area federal employee unions.
· Labor Division Co-Chairs will make peer calls on the Bargaining Units in their area in late July, early August. Labor Co-Coordinators were to be encouraged in all agencies
· We are doing a much better job of obtaining Labor Co-Coordinators

· Larry was to send a reminder of the meeting
Agency Head Calls & Division Goal Setting by Each Division Chair
Each Division Chair was asked to update the percent of agency heads calls completed and a proposed goal for the division
Division 0:
Susan Robinson, FMS and Randy Eischens, IRS, are at 71% of calls that have been completed or scheduled. All the large agencies have been contacted. There is a concern that we will lose $6,000 in a one time cash gift from DFAS/ Marine TSO and that fundraising dollars from IRS will be down $20,000.
Goal: $565,000 Down $45,561 from last year
Division 1:
Becky Weber, EPA and David Hoefer, EPA, have completed 57% of their calls. All the largest accounts have been counted.
Goal: $535,000 Up $26,522 from last year
Division 2:
Stewart Bent (SSA) and Team Leaders from HHS have completed 74 % of their calls. There was concerns from many accounts on the ethics of specific special events
Goal: $435,000 Down $28,074 from last year
Division 3:
Dorothy Witherspoon, DOL and Willie Chambers have completed 66% of their calls
Goal: $293,533 Down $12,253 from last year
Division 4:
Monty Tranbargar Kelly Holdman and Allison Sizemore (USDA) have completed 97% of their calls. Still trying to make contact with Haskell University
Goal: $450,000 Down $8,878 from last year
Division 5:
Becky Wing, Donna Gonza & Jo Rundus are 100% completed.
US Postal Service is committing to a 5.7% increase from last year's contributions. US Postal Service is stabilizing some from the previous year and feel that they will be able to enhance giving in many areas that declined in 2008.
Goal: $542,000 Up $30,316 from last year
Division 6:
Col. Ivan Glasco (USMC) and Marian Baker (USACE) have completed 74% of their calls. Both were on there way to make a visit to Whiteman AFB that day.
Goal: $231,310 Up $68 from last year
Topeka/NEKS – Richard James, (USPS) and Harry Strader (CFC) have currently completed the majority of calls
Goal: $283,000 Down: $3,464 from last year
Fort Riley/Manhattan Area – Harry reported that Fort Riley Army Post has a goal of $250,000 this year. Harry and Penny Emmele are making calls on the Manhattan Area accounts
Goal: $286,000 Down: $12,466 from last year
Ozark Area – There was a Leaders Breakfast in Springfield on June 25th. While there was not a goal set for this area at that time, a projected amount was presented
Goal: $75,000 Up: $3,668 from last year
Salina/NCKS Area – Harry visited the largest agencies in late June and received great feedback. There was a lot of optimism of growing the campaign in this area.
Goal: $15,000 Up: $3,118 from last year
Rural Kansas - Larry reported. Calls to these locations are on-going, but projections remain flat
NWKS Area – Goal: $4,200 Up $18 from last year
NWKS Area – Goal: $4,800 Up $222 from last year
NWKS Area – Goal: $4,200 Up $45 from last year
TOTAL: $3,724,043 Last year’s amount raised: $3,767,632
There were several factors that suggested the goal should be set lower than what was raised in 2008- Economic Climate, Downsizing and retirements. After much discussion the cabinet voted to present a 2009 CFC goal of $3,700,000 to the Federal Executive Board at the next FEB meeting. Stewart Bent made the motion, seconded by Monty Tranbarger. Unanimously voted for by the cabinet

Awards & Recognition –Cindy Cento
Orders have been placed on all selected items. The cabinet was reminded of what was approved at the April Cabinet meeting
v Computer Calendar as Everyperson Gift
v Lanyard with Pen as the Rally Gift
v Video Message Pin all Coordinators and Canvasser
v Photo frame with clock as a post gift to the Coordinators
v CFC Tote Bag for 1% or $390 Donors
v Commander Challenge Coins and tote bag for 2% or $650 Donors
v Pewter-finish striking eagle award.
v The Double Eagle “Soaring Eagle Club” for those people who donate at least $2,000. They will receive the eagle and a Custom Paper Weight
v Eaglet Club, or a step up program for new or younger donors. Donors could sign up to pledge $500 or $20 a week the first year and receive a baby eagle beanie baby, the second year they step up to $750 or $30 a week they move up to the junior eagle and then step up to the full eagle at $1000 in third year.
v We will continue on with the Caring for Community Awards and showed the group the copy of ACE Award Certificate for this year and the different levels.

Communications –Gail Allen
v Local Film:
There is no National Film this year. There have been requested for a local film. Larry and Stewart have put together a rough draft script
o While we had a commitment from Social Security to help us produce a film, they have had some retirements which likely cause us to look else where. There was some indication that other agencies might be able to help.
o We will be pushing to have something done by the workshops. Our fallback plan is to use last year’s animated film.
v Graphic Design: Purpose to create graphics to brand and market the Heartland CFC theme used in catalog, newsletters, posters and on the website.

We will hold our next Employee Appreciation event on Friday, August 21st at the Royals, up-coming events are again at the Wizards in September and a Chiefs game on October 25th.

Eligibility Status – Larry for Dennis O’Connell
· We have completed our eligibility process. In total we will have 439 local agencies in the book , once they past the OPM review through the IRS for current 501(c)3 Status
· We are still waiting for the five digit codes to be assigned to 29 new non-profits before we can produce the booklet.
· As mandated by the Office of CFC Operations, a compliance audit is completed on Heartland CFC. We are scheduling a time to complete that by the end of this month.
· All of the approved National/International Organizations codes have been assigned and we have received their information. In total, there are an additional 2,353 national/international agencies in the 2009 charity list, a 4% increase of prior years.
· In total there should be around 2,800 possible choices in this year’s Charity List.
Events
Kick-off– Larry Hisle
· We had a conference call with the prior members of the City Wide Kick-off Committee and can up with the following ideas:
o Focus the Regional Kick-offs on one date
o Focus on a Kick-off Week
o Provide a monetary incentive to run on date and use certain processes $200 sliding scale
§ Agency Fair of at least 12 agencies
§ Feds got talent contest

· Three tiered vote
o Prospective Sites: USDA, GSA, Bolling, IRS, DOT, USPS Plant, 8930 Ward Parkway, NOAA, NBC , EPA, US Court MO & KS

The committee liked the idea of a Kick-off Week on the week of October 5th and enjoyed the thought of a contest among agencies.
Golf Tournament – Larry Hisle
· No up-dates on this activity at this time
· Tournament has been scheduled for October 12th (Columbus Day).
· Tournament will be open to all federal employees.
· Championship aspect (which was used for last year’s tournament) will be done again this year.
· Encouraged agencies who host their own golf tournaments to incorporate theirs into CFC’s tournament.
5 K Run/Walk – Larry Hisle
· A volunteer has approached us about the possibilities of doing a 5 K Run & Walk
· Scheduled for Sunday, October 11th
· Charles Wheeler Downtown Airport

Training Committee - Recruitment & Workshops –Velerie Eddleman
· Campaign Coordinator sites have identified
· Two Campaign Coordinator trainings are scheduled for the Kansas City on August 5th at the Children’s Campus (Children’s Center for the Visually Impaired, Children’s TLC & YMCA) and on August 13th at Sherwood Center for the Exceptional Child.
· A workshop is scheduled for August 19th in Topeka TARC
· Additional trainings are being scheduled for Fort Riley, Manhattan and Springfield
· Campaign Coordinators’ names need to be identified by the end of May/June.
Speakers Training
· We will continue to offer a Speaker Workshop for the Local Independent Organizations to attend and learn more about CFC. This workshop will be held on August 18th at the Kansas City Plaza Library
· Larry will attend the other federation speaker’s trainings and present on CFC.
LE Training
· CFC LE Training is scheduled for September 8th, 9th & 10th at various non-profit agencies each day.
· We are working on a Draft timeline of the LE Training that will be reviewed by the committee members.
· The following Speakers are needed for the LE Training – Sales Training, Communication Skills, and Marketing Skills.
· Some former LE’s will be asked to be speakers.

This is a product that we purchased for all the other campaigns which do not use Employee Express. A live test can be done by going to: http://www.cfcnexus.org/_root/
Next Steps for the LFCC
Compliance Audit
Each the LFCC must do a Compliance Audit on the previous year’s campaign. Dennis O’Connell will complete this for our cabinet. Deadline is July 31st
2009 Website
The website is currently being reviewed by the Communications Committee. Once the campaign material is up-loaded we will need official LFCC approval in September.
Merger Requests & Opportunities
Gary will be sending out an email reaching out to the Northwest MO CFC to propose a merger of our two CFC’s for the 2010 campaign.
